Would this be sufficient to service 2 hand basins ?

Is it connected to the Mains water supply.

Is there a minimun water pressure to be able to operate the HandyFlow ?
The minimun pressure is 1.0 bar
I have an under sink water heater (unvented) The tap permanently drips. called out a plumber who said it should drip !! Is this correct as it is not economical if losing water 24/7
This water heater is vented and it is perfectly normal for a vented tap to drip during the heat up process. This is caused by the water expanding as it heats up. 
Hi I have bought several of these now. Is it possible to change the washers? Thank you Michael.
There is no reason to change the washers. If you are thinking of changing the washers to stop the tap dripping, this is not necessary. The vented tap is designed to drip, as a means of releasing the pressure build up when water is heated.
