hi, do you wire this in or is it a mains plug?

This is supplied with a mains electricity plug.

is this fan quiet, it must be silent for bedroom use, or I will have to send it back.

This fan runs at 52.7dB, and although this is a low noise, it is not silent.

If mounted above a bed (head end) can it be tilted so that it blows on the face?

The tilt is adjustable but will not tilt to such an angle, directly above your bed, to blow on your face.

Could a fan like this, mounted high on a 4 metre wall ina community hall, act like one of those large down drught ceileing mounted fans?

This fan would not act in the same manner as a down draught ceiling mounted fan.
